Noqël Whe Med (/ˈnoqɛl/ /whe/ [painful] [debt]) is a subtropical Large City located in the Shan Barony of the Viceroyalty of Rosid.

The name Noqël Whe Med is derived from the Wood Elvish language, as Noqël Whe Med was founded by Helethwen Gegumer, who was culturaly Wood Elven.

Climate

Noqël Whe Med has a yearly average temperature of 12°C (53°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a freezing -1°C (31°F). Noqël Whe Med receives an average of 148 cm/y (58 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Noqël Whe Med covers an area of nearly 270 km2 (108 mi2), and an average elevation of 4738 m (15544 ft) above sea level.

Overview

Noqël Whe Med was founded durring the late 14th century in fall of the year 1353, by Helethwen Gegumer. The establishment of Noqël Whe Med was somewhat plagued by a lack of willing colonists, leading to Helethwen Gegumer electing to pay people to resettle in Noqël Whe Med.

Noqël Whe Med was built using the conventions of Wood Elven durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Noqël Whe Med is no diffrent. The city's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Noqël Whe Med is buildings are arranged arround a network of broad paverstone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The city is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the city's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Noqël Whe Med's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. Astonishigly, the top tier civilian fortifications are in pristine condishion, as if they had just been finished before you laied eyes upon them.

A look around Noqël Whe Med gives the unmistakable impression the town is one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which Noqël Whe Med brings to mind.

Noqël Whe Med has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Noqël Whe Med's natural decorations nor waterways.

Noqël Whe Med has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Cultural Notes

The law within Noqël Whe Med is highly corrupt, or does not apply to certain favored groups or castes. Strangers might be fleeced by local lawmen, evildoers can be absolved by a payment, and powerful gentry do as they please.

Noqël Whe Med's chapel was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.

History

In time immemorial, reportedly some time during the early 2nd century Noqël Whe Med experienced an impossibly long, cold, and stormy winter unlike anything seen before. The worst of the disaster struck The storm coated everything in a thick layer of ice and freezing countless animals, plants, and people to death. Noqël Whe Med lost 246 people, and 254 livestock in the disaster.. The disaster is remembered as the Hate Screams, after the sounds of the winds.
